yes is because windows 10 update 1709......

the freamwork 4.7 is installed automaticlly...and cause this error



first:

formate your pc\or restore before the update
install old version windows 10
use windows destroyer
go in regedit and desactive windows update
go in service.msc and desactive windows uptade service
