It's used for Customer Calibration Tool. It can be sort of used in Calterm, not recommended.

Incorrect. This file is used to populate product data in Calterm. If you notice the new standard is CBF files. Look in your Calterm installation directory and you will find a file named something like E_PHASE_PCFG.cbf.
This is product data. That's all it is. However you are correct on one thing; this PCFG file can be used in multiple Cummins applications.
